Analysis of the game between the water right system and government efficiency

By use of the methods of the game theory,that is,risk optimum equilibrium,the importance and necessity of the government in the establishment and maintenance of the market economy system are discussed.Through mathematical models,the profit function and forfeit of the government and others in the game are determined.It is considered that innovation of institution,rational water resources management system and perfect water right system may result in the realization of efficient,reasonable and scientific utilization of water resources and the sustainable development of the society.
