基于安全的能源市场化改革研究

能源市场化是我国能源领域改革的一个主要方向.在能源市场化过程中,能源安全问题受到关注.虽然从能源市场化与能源供给的关系来看,能源市场化本身并不必然导致能源安全问题,而且从长期来看,能源市场化有利于解决能源安全问题.但在能源市场化过程中,由于进出口价格体制不合理、能源批零市场体制不完善、能源运输和分配的基础设施缺乏激励规制等问题的存在,非自愿配给和能源价格非预期增长等安全问题需要得到重视.

Marketizational Reform Based on Energy Security in China

Energy marktization is the main direction in energy reform in China,during which energy security is a great concern.In the relationship between energy reform and supply,energy marketization doesn't necessarily lead to the problems of energy security,and in the long run,energy marketization can be realized through two approaches.But in the process,such problems should be concerned as the inappropriate price system,deficient market system,the lack of motivation system in infrastructure of transportation and allocation,involuntary rationing of demand,and sudden increases in prices.
