| 摘 要： | 伴随我国高等教育持续、快速增长一个重要问题，是国家承担高等教育费用能力的相对减弱。因此，必须寻找一个有效的方式补偿高等教育成本。从高等教育在我国现阶段属于准公共产品的现实出发，收费成为我国高等教育成本补偿的主要和有效方式。同时，政府对高等教育成本补偿仍有责任和义务。

| Abstract: | It is a difficult problem that the capability of our government affording higher education relatively weakens in the course of our higher education sustaining growth. So, an effective way to be explored compensates the cost of our higher education. In virtue of the higher education belonging to the quasi-common product, it is an effective way to compensate the cost of our higher education to charge the students of univenities and colleges. Meanwhile, the govermment has obligation to compensate the cost of higher education. |
