重庆市农业科技创新资源配置效率及影响因素研究

摘    要:目的]通过分析重庆市农业科技资源配置效率及影响因素,以期对重庆市的农业科技资源的合理配置提出参考建议。方法]构建评价指标体系,以农业科技创新资源配置环境、农业科技资源经费投入、农业科技人才储备和农业科技创新成果4个方面构成综合层,向下分16个具体指标,运用层次分析法和模糊评判综合评价重庆市农业科技资源配置效率及影响因素。结果]重庆市农业科技创新资源的配置效率综合得分为81.08,为2级水平,其中农业科技人员流失比例较大,投入产出效率较低成为主要制约因素。结论]重庆市农业科技创新资源的配置效率处于中等水平,合理配置农业科技人员和经费投入以及提高资源配置环境是提高重庆市农业科技协同创新资源的配置效率的关键;农业科技资金投入浪费严重和农业科技活动成果的转化率较低、农业科技人才结构和农业科技创新资源配置方式的不合理以及农业科技市场机制尚不完善是影响农业科技资源配置效率的主要因素。

Abstract:By analyzing the allocation efficiency and influencing factors of agricultural science and technology resources in Chongqing, the paper puts forward some suggestions for the rational allocation of agricultural science and technology resources in Chongqing. The evaluation index system is composed of four aspects: the allocation environment of agricultural science and technology innovation resources, the investment of agricultural science and technology resources, the reserve of agricultural science and technology talents and the achievements of agricultural science and technology innovation. AHP and fuzzy evaluation were used to evaluate the allocation efficiency and influencing factors of agricultural science and technology resources in Chongqing. The comprehensive score of allocation efficiency of agricultural science and technology innovation resources in Chongqing is 81.08, which is 2 levels, in which the proportion of agricultural science and technology personnel is large, and the input output efficiency is low. The allocation efficiency of cooperative innovation resources of agricultural science and technology in Chongqing is at the middle level. The keys to improve the allocation efficiency of cooperative innovation resources of agricultural science and technology in Chongqing are to rationally allocate agricultural scientific and technological personnel and funds and to improve the allocation environment of resources. The investment in agricultural science and technology is seriously wasted and the conversion rate of agricultural scientific and technological activities is relatively low. The irrational structure of agricultural scientific and technological talents and the allocation of agricultural scientific and technological innovation resources, as well as the imperfect market mechanism of agricultural science and technology are the main factors affecting the efficiency of agricultural science and technology resources allocation.
