城市安全规划框架下产业功能区用地评价——以武汉市光谷生物城为例

在城市安全规划的框架下,加入产业安全规划的内容,与土地利用安全规划相互融合,创新的开展产业功能区用地评价对发现产业功能区土地安全利用中存在的问题至关重要。通过研究城市安全、规划框架、土地利用及产业发展,将产业功能区作为城市安全的关键所在,以武汉市光谷生物城为例,构建产业功能区土地利用安全评价的方法、体系和模型。结果显示:光谷生物城土地利用安全方面存在绿地及防护用地偏少、抗灾减灾服务用地预留不足、建筑布局未满足风险防控要求等问题。建议应首先安排高水平科研机构用地,其次优先安排专业服务机构用地,最后为企业提供标准化的安全用地选择。

Land Use Evaluation of Industrial Function Zone in the Framework of Urban Safety Planning:A Case Study of Biolake in Wuhan

Through analyzing the urban security,planning framework,land use and industrial development,function zone is studied as the key part in urban security.As Wuhan biological city for example,this paper constructs evaluation methods,systems and models of land use safety of function zone and finds some security problems.The result shows that Urban safety planning framework should be added to the content of industry security planning , and function zone security plan is the best carrier of integration for land use planning.There is few green areas and protection land,inadequate land reserved for disasters,disorder building layout for risk prevention and control in Wuhan biological city.the paper suggests that the land use of high-level research institutions should be firstly arranged.Then,the professional services organizations land should be preferentially sited.Furthermore,selection of standardized security of land use should be provided for enterprises.
