| 摘 要： | 执政党的执政活动必须支出成本。降低执政成本，提高执政效果，必须重视执政成本运作中的若干问题。这些问题主要是：执政成本终结障碍，公平效率原则选择，行政体制改革，政党体制和政治体制改革。

| Abstract: | The ruling party must pay the cost for its governing activities. In order to reduce the cost and increasing the governing results, the ruling party could attach importance to some problems, such as： removing the end obstacles of governing cost; selecting the principle of just and efficient; reforming the system of administration; and reforning the systems of party and politics. |
