在介绍日本"肯定列表制度"基本概况的基础上,借助经济学中的市场供需平衡理论,分析了日本实施"肯定列表制度"对辽宁省水产品出口的影响;针对目前辽宁省水产品出口贸易的特点对受"制度"影响的重要水产品出口企业的出口状况进行了实证研究,进而提出应对日本"肯定列表制度"的相应措施和建议。

The Effect of "Positive List System" on Liao-ning province's Aquatic Product Export

Japan’s"positive list system"has put into effect since May 29, 2006, and it has brought about a great deal of impact to our country’s agricultural product(including aquatic product). Japan is the staple market of Liao-ning province’s aquatic product export, which is one of the important fishery region, and how the"system"will affect Liao-ning province's aquatic product export is the main point of this paper. On the basis of introducing the"positive list system", the paper uses the balance theory of market supply and demand in economics, gives a theoretical analysis of the "system" 's influence to aquatic product export of Liao-ning province, and grips the current feature of Liao-ning's aquatic product export trade. And then, the paper studies major aquatic export companies affected by"positive list system"using the method of demonstration. Finally, it proposes the countermeasures and suggestions of dealing with the "positive list system".
