| 摘 要： | 首先概括了影响农村养老保险制度设计的两种重要趋势:农村土地流转及人口老龄化;然后对在这两种趋势影响下的基于土地资本的农村养老保险制度进行探讨;最后提出了公共财政参与、商业基金运营、规范土地流转的基于土地资本的新型农村养老保险制度,并对该制度进行绩效评价.

| Abstract: | This paper first generalizes two important tendencies,which influence the design of country endowment insurance,land transference and social ageing and then analyzes the countryside endowment insurance on the basis of land capital;and finally puts forward such proposals as public finance participation,commercial fund operation,standardization of land transference,and evaluates the potential performance of this system. |
