| 摘 要： | 在成为当今世界农业强国的历程中,美国积累了丰富的农业基础建设经验:奉行"以农立国"信念;创建以家庭农场为基础的农业经营制度;发展农村交通、电力、通讯;创立农业教育、科研和推广体系等。这些经验对于我国农业基础建设的启示主要是:以农业是国民经济基础的观念统领经济建设行为;稳定和完善以家庭承包经营为基础、统分结合的双层经营体制是中心;建立现代农村金融制度;政府是主体;强化法制建设,提高政府的法律意识。
