产业持续创新发展水平评价研究——以新一代信息技术产业为例

评估产业持续创新发展水平,是保障产业获得国际竞争优势的有效手段。以新一代信息技术产业为研究对象,采用三阶段DEA模型,在控制环境因素基础上测算产业创新效率。研究发现:新一代信息技术产业创新效率不高,主要是由较低的规模效率导致的;创新效率值受到企业规模、外商投资、行业人员素质、创新环境、市场开放度等环境因素的影响;新一代信息技术产业各行业创新效率存在明显差异,持续创新发展水平存在不均衡现象,依据规模效率值及纯技术效率值划分为“高规模效率高纯技术效率”和“低规模效率高纯技术效率”发展模式,为保证新一代信息技术产业持续创新发展,需根据具体发展模式对各行业采取措施。

Research on the Evaluation of the Sustainable Innovation Level of Industry: A Case Study of the New-Generation Information Technology Industry

Evaluating the industry sustainable innovation development level is an effective way to guarantee to obtain advantages in the competitiveness of national development.The newgeneration information technology industry is selected as the research object,and the threestage DEA model method is adopted.Empirical research is conducted on the basis of controlling environmental factors.It is found that the innovation efficiency of the new-generation information technology industry is low,and the low scale efficiency is the main factor restricting its innovation efficiency.The five environmental factors of enterprise-scale,foreign investment,industrial personnel quality,innovation environment and market openness have a significant influence on innovation efficiency.There are apparent differences in the technical innovation efficiency of each industry of the new-generation information technology industry,the level of sustainable innovation and development of the industry is not high and the development level of sustainable innovation is unbalanced.It could be divided into“dual high”mode and“low-high”mode.This suggests that in order to ensure the sustainable innovation and development of the newgeneration information technology industry,measures should be taken for each industry according to the specific situation.
