“一带一路”倡议下中欧班列驮背运输发展对策探讨

为推动"一带一路"倡议下中欧班列驮背运输的发展,拓宽中欧班列运输业务范围,提高运输服务质量。通过阐述中欧班列驮背运输SWOT分析,从效率、安全性、成本方面分析优势,从设备设施、规章制度方面分析劣势,从发展契机、市场潜力方面分析机会,从运输方式市场竞争、各国不同交通法规、市场认可度加强方面分析威胁。在此基础上,从完善国内驮背运输设备设施条件、建立驮背运输管理体系和规章制度、准确把握中欧班列驮背运输定位等方面,提出中欧班列驮背运输发展对策,为"一带一路"倡议下中欧班列发展驮背运输战略提供一定程度上的研究依据。

A Tentative Study on the Countermeasures for Developing China Railway Express Piggyback Transportation under the Belt and Road Initiative

To promote the development of piggyback transportation under the "Belt and Road Initiative", extend the business scope of China Railway Express and improve the service quality,this paper analyzes piggyback transportation of China Railway Express with the SWOT method,namely, strength(efficiency, safety, cost), weakness(facilities, rules and regulations), opportunities(developing chance and market potential) and threats(market competition among different transportation modes, different transportation policies in each country, market recognition).Then, this paper puts forward such countermeasures as improving equipment and facilities,establishing and improving management system and regulations, properly positioning of piggyback transportation and tackling the market potential. This paper may be served as a research support for the China Railway Express piggyback transportation development under the "Belt and Road Initiative".
