“大人口”管理体制的构建

随着生育率进入超低水平,中国的人口形势已经发生了根本性的变化,人口工作的目标已经从控制人口数量向统筹解决人口问题转变.针对新的目标,政府缺少一个相应的体制.在大部制改革的背景下,一个理想的“大人口”管理体制应该是将所有管“人”的部门整合成一个部门,从而形成一个针对各类人群的政府体制,其工作对象涵盖儿童、青少年、育龄人群、老年人、妇女；甚至应该包括具有某类特点的特殊人群,如残疾人、贫困人口;以及人口登记和人口统计工作等.其功能主要是针对人口问题实行统筹决策、统一规划和全面协调.我们给这个机构起名为“人口和家庭发展委员会”.

Construction on A“ Big Population”Institution

As fertility dropping to a super-low level,China’s population situation presents significant changes,and the target of population working has been shifted from controlling the number of population to comprehensively settling the population problems.For reaching the target,there is a lack of institutions in the government system.Under the background of reform of the Big Ministry,an ideal "Big Population" institution should integrate all population related institutions so as to constructing a system orientating all parts of population,including child,youth,childbearing,women,and elderly,as well as disabled and poor.Population registration and statistics should also be included.The function of the new institution is comprehensive policy-making,integrating planning,and overall coordination.The name of the new institution should be "Population and Family Development Commission".
