The Engineering Cost Reform Helped to Improve the investment Control of the CNOOC Midstream and Downstream Construction Projects

With the deepening of market-oriented reform of project cost,in order to better play the decisive role of the market in resource allocation,the recent housing proposed project cost reform in our country,CNOOC positive response.this paper introduces the current situation of project cost management mode and valuation mode in China,the midstream and downstream of CNOOC engineering project valuation standards system of construction project,the project cost quota system and the project cost information system construction of the status quo,based on the main tasks of engineering cost reform,this paper analyzes the countermeasures for CNOOC's investment management and control of construction projects in the midstream and downstream areas by improving the engineering measurement and pricing rules,perfecting the mechanism for releasing engineering pricing basis,strengthening the accumulation of engineering cost data,strengthen the construction unit cost control responsibility,strict construction contract performance management,including consummation enterprise quantity measurement rule and the related quota;establish enterprise database,form enterprise index database and price database,and improve enterprise price inquiry mechanism;improve the project management mode,promote the whole process cost consultation.
