Building Guiyang Sustainable system in urban and rural social security is not only a development goal,but also need a series of policy measures and institutional arrangements to be achieved which the problem of its effective support system.This paper start the the social security status of urban and rural support system of Guiyang,explores the feasibility of the operation support system and problems,and puts forward a set of innovative,forward-looking and empirical support system for urban and rural social security measures for the successful implementation.
