我国自贸区社会组织建设的制度创新初探

在政府、市场与社会良性互动的体制机制中，社会组织具有关键性的地位和作用。在我国全面深化改革背景下的自贸区建设，以市场化、国际化和法治化为其目标和任务。在自贸区的市场化、国际化和法治化进程中，社会组织具有重要的意义，而在现行体制和法律、政策中，自贸区社会组织建设有诸多障碍。针对这些障碍，自贸区社会组织建设的制度创新重点在于：明确自贸区社会组织的法律地位；变革自贸区社会组织的管理模式；协调自贸区内与自贸区外的关系；促进自贸区社会组织的多元化。

On Institutional Innovation of Social Organization Construction in Chinese Free Trade Zone

Social organizations play the key role in positive interaction among government, market and society. The construction of the FTZ in the background of comprehensively deepening the reform takes marketization, internationalization and the rule of law as its aims and targets. In the process of marketization, internationalization and the rule of law in the FTZ, social organiza- tions are of great significance. As for existing systems, law and policies, there are many obstacles to the construction of social organizations in the FTZ. In order to smooth these obstacles, the key to institutional innovation of the construction of social organizations in the FTZ lies in the clarifi- cation of legal status of social organizations in the FTZ, the reform of management modes of so- cial organizations in the FTZ, the coordination of the relationship between inside and outside FTZ and the promotion of pluralism of social organizations in the FTZ.
