| 摘 要： | 在产业集群发展中,政府的介入是由于集群存在"市场失灵"和"系统失灵"、公共产品的需求、集群的负的外部性等自身难以解决的问题.政府可以在增强集群开放性、促进集群内合作竞争、提升集群知识吸收能力、推动集群创新体系建设、维护与促进集群品牌建设、增强集群社会资本等方面发挥积极作用,使产业集群保持持续竞争优势.
