| 摘 要： | 文章分析了城市房屋拆迁中的政府失范行为,提出建立城市房屋拆迁第三部门管理机构的建议.第三部门参与到公共利益的界定,补偿制度的制定以及房屋拆迁的监管工作,可以加快政府转换角色,规范政府行为.

| Abstract: | The article has analysed the government's misconduct in the urban relocation,proposing that it should build the non-government organization management structure.The non-government should participate in the definition of the nature of relocation,the enactment of compensation system and supervision work,which can change the role of the government,regulate the behavior of the government. |
