基于渔民视角的海洋渔业权补偿机制

海洋开发过程中，由于开发与保护的失衡，整个海洋渔业的生存与发展受到了较大的威胁与挑战，长期从事海洋渔业捕捞、养殖的广大渔民正面临着“失海”和由此而导致利益受损等一系列问题。论文从保障渔民根本利益的角度，阐述了渔民面临的“失海”问题，渔民由“失海”造成各项权益受损问题的现状及原因，在进行客观综述的同时，分别从法律、社会、出路诸方面提出了对策。
