青岛市水产业增长方式转变的制约因素及对策

改革开放以来，青岛市水产业发展迅猛，但是粗放型增长的弊端在20世纪90年代后期已开始显现。21世纪以来青岛市开始重视水产业增长方式的转变，取得了一定成效，但是目前依然存在着近海资源衰退、海洋环境恶化等问题，青岛市水产业增长方式仍然需要进一步转变。论文在对青岛市水产业发展历程及其增长方式的变迁进行总结的基础上，根据影响其增长方式转变的因素提出了突破资本、技术、制度、政策等约束的一系列对策。

Constraints and Countermeasures Analysis in the Change of Aquaculture Economy growth pattern of Qingdao

Qingdao＇s aquaculture developed rapidly since the reform and opening up, but some drawbacks after extensive growths have begun appeared from late 1990s. Qingdao has begun to pay attention to change the growth pattern of aquaculture since 2001, and has already gotten some achievements. Since the offshore resource is decaying and the marine environment is deteriorating, the aquaculture growth pattern of Qingdao needs further changes. The paper summarized the development progress of Qingdao＇s aquaculture and the gradually changes of its growth pattern, then analyzed factors which affected changes of aquaculture growth pattern, proposed a series of countermeasures, such as breaking through constraints of funds sources, technology application, system and policy constraints etc.
