| 摘 要： | 西部开发应该做好规划，然后制定可操作的实施步骤，西部开发必须稳步推进，分为两步走：第一步主要是完善财政的均等化制度、扩大政府投资等手段提高西部地区公共产品和服务的数量和质量，以改善投资环境；第二步要加强制度建设，建立公平竞争的市场秩序。西部大开发战略实施，需要处理好五个方面的关系。

| Abstract: | Plan in detail is of critical importance for west-development.At the same time,A self-enforcement procedure is necessary.Two steps are needed for developing west:The first step is to found fiscal equalization program,increase government investment to the west region in order to improve the public goods & services or investment climat.The second step is to improve the market mechanism,as competition freely and widely is needed.Of course,five relationships should be carefully dealt with during the whole process of developing west. |
