| 摘 要： | 美国是世界上31个普惠制给惠国中3个没有给中国普惠待遇的发达国家之一。其理由是共产党领导的中国不符合美国贸易法规定的三个条件之一－中国不是WTO的成员。现在，中国即将入世，提出享受美普惠制待遇的时机已成熟，但由于普惠制政策由给惠国单方面制定，中国能否享受其优惠关税待遇，前景还不容乐观，机遇与挑战并存。本文对中国面对的机遇与挑战进行了全面的分析。

| Abstract: | The United States is one of the three developed countries who have not given China the treatment of Generalized System of Preference (GSP)among the thirty-one preference-giving countries in the world. The reason is that China led by the Communist Party do not conform to one of the three conditions stipulated in the U.S. Trade Law-China is not the WTO member. Now China will join WTO. It is time for China to put forward the petition for the GSP treatment to U.S. But the GSP policy is worked out by the single party of the preference-giving country. The future whether China can enjoy its preferential tariff treatment is still not optimistic. The opportunity and challenge coexist. This paper thoroughly analyses the opportunity and challenge which China faces. |
