| 摘 要： | 城市公用事业在市场化过程中会面临各种风险,其中最直接和最主要的是竞争缺失带来低效率、国有资产流失等经济风险和社会公平、公共安全等方面的社会风险,这些风险将会影响到公用事业市场化的执行效果。

| Abstract: | The urban public utilities may face all kinds of risks in the process of marketization,two of which are directly and principally such economic risks as the low efficiency caused by the lack of competitiveness and the loss of state-owned assets and such social risks as the social justice and public safety,and those risks may give influence to the implementation effects of public utilities marketization. |
