| 摘 要： | 在分析佳木斯市区国土优势的基础上，探讨该市城市发展方向的新思路，提出佳木斯市区国土开发整治对策的指导思想，即南保护，中治理，东西综合开发；发展与控制、调节相结合；全面规划，合理布局，综合防治。最后阐述了市区国土开发整治分区与措施。
