| 摘 要： | 生态环境是人类赖以生存的基本条件,是社会经济发展的物质基础。我国生态状况不容乐观。退耕还林是我国改善生态环境,促进可持续发展的重要工程,具有现实和历史意义。我国退耕还林工程取得了巨大成就,但也出现了一些问题,现阶段必须进一步针对新的问题与情况,结合退耕还林的政策研究,依靠法制推行退耕还林的实行。
