国有苗圃改革存在的问题与发展对策研究

主要阐述新形势下国有苗圃改革的必要性,分析目前国有苗圃改革中存在的管理机制僵化,大大限制了国有苗圃的发展空间;经营管理粗放,缺乏活力和开拓创新意识;基础设施落后,缺乏特色产品等问题,提出了应明确目标任务,利用价值和利益分配机制,促进苗圃运行机制的激活;国有苗圃的事业编制进行重新核定;利用林业科技的进步,培育优良品种,提高苗木的质量;加强制度改革,建立和完善岗位责任制;推行多种经济成分并存的国有苗圃体系;加大政府对国有苗圃的政策支持力度等对策。

The Study on Problems and Countermeasures of Reform of State-Owned Nursery

This paper mainly expounds the necessity of state-owned nursery reform under the new situation, analysis the problems existing in the reform of state owned nursery： rigid management mechanisms, greatly limits the development of state owned nursery; extensive management, lack of vigor and innovation consciousness;and policy unfair treatment, can not enjoy the relevant preferential policies,and so on. And on this basis, put forward the corresponding settlement tactics： clear objectives and tasks,use value and interests allocation mechanism, promote activation of nursery operating mechanism; re-approved state-owned nursery business establishment; use of forestry science and technology progress, breeding of fine varieties, improve the seedling quality; strengthening the institutional reform, establish and perfect the system of job responsibility; implement various economic elements coexist state-owned nursery system; enlarge the supportion of government policy to the state-owned nursery. Through the implementation of these countermeasures, state owned nursery can break the traditional business philosophy to nursery, innovative development ideas, further in-depth reform of state-owned nursery.
