| 摘 要： | 通过对非公有制林业的内涵和特点的分析,指出了非公有制林业产权保护不力、采伐限额制度的束缚制约、林地使用制度不完善和林业金融保障制度不完善等主要制度障碍,并在此基础上提出了相应对策:①加强产权保护;②改革采伐限额制度;③完善林地使用制度;④实施新型林业投资制度。

| Abstract: | This paper unveils the major problems in forestry management system,such as failure in protection of non-state owned forest property right,restriction of development by felling quota,infect regulation of forest land application,and infect regulation in forestry finance.A set of corresponding solution is proposed in this paper,which covers:a) enhancement in protection of property right,b) adjustment in felling quota,c)improvement in regulation of forest land application,and d) application of a new practice in investment in forestry industry. |
