论农村最低生活保障财政支持的适度性与政策优化

近年我国财政加大了对农村最低生活保障的支持力度,农村贫困人口的基本生活权益进一步有所保障,但数据分析表明,现行农村低保仅是低水平的保障,财政支持表现出了非适度性,需要进一步加大补助力度。本文运用恩格尔系数法对农村低保标准的适度性进行了探讨,并从农村低保合理筹资制度的建立、转移支付制度的完善、财政责任分担的优化和分层次制度建设思路的确立等四方面提出了农村低保财政支持政策优化措施。

Discussion on Appropriate Assessment and Policy Optimization of Financial Support on the Rural Minimum Living Guarantee

In recent years,Chinese government increased financial support for rural Minimum Living Guarantee,and the rural poor people’s basic living rights have been further protected.However,the data shows that the current Rural Minimum Living Guarantee is only a low level and financial support is Non-appropriate,so efforts need to further increase the financial benefits.By Engle’s Ratio Method,standards of rural residents’ thesis moderation were discussed,as financial support to provide a basis for rural residents.Consequently,four suggestions are proposed regarding the optimization of the fiscal subsidy policy: 1) set up a Reasonable funding system;2) Perfect the transfer payment system;3) Optimization of the financial burden-sharing;4)establish a hierarchical system thinking of System Construction.
