海峡西岸经济区发展低碳经济的构想

针对哥本哈根会议后中国节能减排所面临的挑战和机遇,应大力发展低碳经济以化解资源约束、出口约束、环境约束,推动市场创新、技术创新和制度创新。同时,海峡西岸经济区发展低碳经济更应先行先试,以缓解福建工业化进程中的资源匮乏、环境优势脆弱的压力,并着力调整产业结构和布局,构建低碳发展优势,才能确保海峡西岸经济区在资源与环境协调中实现真正的繁荣崛起。

Economic Zone Concept of Low-Carbon Economy

For energy saving in China after the Copenhagen meeting the challenges and opportunities,should be to develop low-carbon economy to resolve resource constraints,export constraints,environmental constraints,and promote market innovation,technological innovation and system innovation.Meanwhile,the Western Shore Economic Zone low carbon economy should be a pilot,in order to ease the process of industrialization in Fujian,lack of resources,pressure on the fragile environmental advantages,and focus on adjusting the industrial structure and layout,building low-carbon development advantages,in order to ensure the west side of Economic Area in the coordination of resources and environment to achieve real prosperity rise.
