政府治理视角下的我国地方政府债务分析

政府治理是通过认识和界定政府、市场和社会组织之间的相互关系，确立政府治理理念，调整政府组织结构和权利运行机制，不断寻求最有效的管理现代市场经济和驾驭市场机制的政府行政模式。我国现阶段的巨额债务与政府主导下的经济发展方式有关，政府的过度参与与民众监督的乏力造成了政府治理的不完善。文章首先分析了政府治理理论的西方起源，然后以此借鉴分析我国地方政府债务的现状、成因并提出在改进我国政府治理的视角下改善债务规模的对策。

The Analysis of Chinese Local Government Debt in the Perspective of Government Governance

Government governance is through understanding and definition of the relationship between government, market and social organization, establish the philosophy of governance, adjust the structure of governmental organizations and power operation mechanism, constantly seek the most effective management of the modern market economy and the market mechanism of the government administrative mode. Our country＇s cur- rent debt associated with the economic development pattern of government-led, government＇s excessive partic- ipation and weakness of public supervision make not perfect of government governance. This paper analyzes the governance theory of western origin, and then to draw lessons from analysis of the status quo and cause of China＇s local government debt and put forward countermeasures to improve the debt under the perspective of improving our government governance
