| 摘 要： | 在抽象分析水库移民安置中土地流转的特征及由此产生的权益损失和平衡目标基础上,运用实地调查,分析说明了现实中存在的利益冲突;提出应从提高安置区资源人口承载力、合理补偿安置区原农户的土地权益损失、协调水库建设中受益方和受损方的利益等方面改善现行的水库移民土地流转政策。
