| 摘 要： | 本文运用价值分析思想,根据软技术特点,研究了软技术方案的价值评价问题,提出了“软方案成本(政策成本)”,软方案效果等概念.在此基础上,对北京市大兴县商业企业改革进行了具体分析,设计并评价了有关改革方案,对决策形成较好的参考价值.

| Abstract: | Based on the characteristic of Soft-technology, value evaluation on alternative of decision is studied by using theory of value analysis in this paper. Also, the concept of cost of alternative (or policy cost) is discussed. Accordingly, this paper analyzes on reform of commercial enterprises in Daing, Beijin, and evaluates the relative reform plan. |
