生态环境经济损失评估：生态文明的视角--以陕北资源富集区为例

本文分析陕北资源富集区特殊的经济结构和生态环境现状，采用直接市场法、替代市场法和CVM法对该区域的生态环境恶化程度进行货币化评估。研究结果表明，陕北地区生态环境破坏造成的经济损失高达594亿元；环境污染损失占据主要份额，生态破坏损失在2004年后开始逐渐降低，虽然生态环境经济损失占GDP的比重呈逐年下降的趋势，但其绝对值仍偏高；区域工业污染严重，生活和养殖等分布式污染逐渐上升，使该地区生态文明建设面临较大压力，区域经济运行质量亟待提高。

Economic Loss Assessment ofE cological Environment:An Ecological Civilizait on Perspective---A Case Study of the Resources-rich Regions in North Shaanxi Province

This paper analyzes he special economic structure and the current state of the ecological environment in the re-sources-rich regions in north Shaanxi province, and uses direct market method, the alternative market method and the CVM Method to evaluate the deterioration of the ecological environment in that region.Results show that the deterioration of ecologi-cal environment in North Shaanxi has incurred an economic loss of 59.4 billion yuan, among which the loss caused by environ-mental pollution takes the lion’s share, and although the proportion of economic losses to GDP has declined over the years, the absolute value is still very high.With seirous industrial pollution and the gradual increase of other pullution caused by daily living, animal husbandry industry and others, the region’s ecological enrionment construction is faced with great pressurs and it still has a long way to go to improve the quality of the regional economic operation.
