宏观调控中的中央与地方博弈分析——以2004年～2008年河北钢铁产业调整中的主体行为为例

中央和地方之间的博弈会直接影响宏观调控是否能达到预期的效果。钢铁产业是我国上一轮紧缩性调控的重点产业之一,调控过程中中央和地方之间的博弈也表现得较为突出。河北省是我国的钢铁大省,同时也存在产业集中度低、产品结构雷同、技术含量低、缺乏市场竞争力,众多民营中小钢厂遍地开花等一系列问题,一直是中央钢铁产业调整的重点地区。通过分析2004年～2008年河北钢铁调控过程中的中央和地方博弈,可以得出:中央行政性的调控会遇到地方政府和企业较为严重的抵制;中央调控政策并不一定符合经济实际,地方政府和企业更能感受到经济环境和产业形势的变化;行政的手段远不如市场的手段更能够有效的调节企业的投资行为。
