| 摘 要： | 通过对我国公路相关费用的估算,发现我国公路总投资相对于我们的估算来说,远低于我国公路相关费用。另外,"贷款修路,收费还贷"的方式已经成为我国高昂社会成本的推动力,中国高速公路的畸形发展恰恰是目前道路收费政策直接结果。此外,由于收费政策中的政府寻租,中国道路已经丧失了"公共物品"的属性,而沦为政府敛财的手段。

| Abstract: | Based on our estimation of relevant cost of road,we find that the total investment in highway is much less than relevant cost of road. Furthermore,the policy of loaning for road construction,tolling for load repayinghas driving up the social costs of China,and the abnormal development of express highways is just the result of this policy.In addition,China's roads have lost the public goodsproperties,but rather as a means of money-making for government thanks to the rent-seeking in toll road policy. |
