摘    要:要走出机构改革的怪圈,就必须突破简单缩减规模的传统做法,对政府组织进行再造。从世界范圈看。政府组织范式主要有传统范式、官僚制范式和后官僚制范式三种。借鉴国外经验,立足于本国国情。我国政府再造应以完善并超越官僚制范式作为目标,通过转变职能目标、合理配置权力、强化责任机制、优化激励机制、健全规章制度及更新组织化来完成再造。

Abstract:Structure is the external form of government organization.Function objective,power structure,incentive mechanism,accountability mechanism,rules and regulations, and organization culture are its DNA.In order to break away from strange circle,we should give up the simple and traditional methods of downsizing,and choose government reinvention.The traditional system,bureaucracy and post-bureaucracy are the three main paradigms of government organization throughout the world.Using the experience of other countries for reference and considering national conditions,the aim of reinvention is to perfect and overstep bureaucratic paradigm.We can accomplish this purpose by transforming function objective,deploying powers reasonably,strengthening accountability mechanism,improving incentive mechanism,perfecting rules and regulations ,and renewing organizational culture.
