This essay points out the vicious cycle of "high savings, high investment, low consumption" is the very reason for a series of national economic problems and finally leads to the emergence of double surplus. Then the essay analyses the reason for the formation of this vicious cycle and points out that changing the unreasonable allocation method dominated by the government should be the key solution.
