| 摘 要： | 钦州市旱涝灾害发生频率高且灾情惨重;1950~2001年旱涝灾害发生有周期缩短和时空的影响不均衡等特征;主要的致灾因子有自然环境复杂多样、气候异常、防灾减灾体系脆弱以及人口与社会财富集聚体的增多和集中等。

| Abstract: | Drought and flood disasters frequently occurs and the loss is vast. This paper analyzes the drought and flood disasters from 1950 to 2001, some importment conclusions about the features and causes of the disasters as good as follows: the circle of the disasters occurs shorter and shorter, the effect of time and space isn`t balance. The main causes of the disasters such as environmental conditions are complex, climate is irregular, the system of preventing and resucing natural adversities is very weak. The technology of forecast is backwards and the increasing people and wealth of the society are gathering and concentrating. |
