| 摘 要： | 以人为本是实现科学发展观的核心内容。在构建和谐社会的过程中，以人为本是前提、是价值目标，也是必然选择；以人为本对和谐社会的构建产生了决定性的影响，它不仅与构建和谐社会具有统一陛，也是构建和谐社会的根本出发点。本文的研究工作对于探讨以人为本对和谐社会之间的关系具有一定的指导价值。
