| 摘 要： | 免征农业税在减轻农民负担方面的成效是不容质疑的.然而,对于农业仍是主导产业的内地乡镇来说,农业税的取消导致乡镇财政拮据、乡镇债务沉重、偿付能力大幅度减弱、乡镇政府供给公共产品的能力大幅度降低等.本文通过分析取消农业税后乡镇财政出现的困难和问题,提出相关对策. |
