| 摘 要： | 政府不是社会公共物品供给的唯一主体,构建服务型政府需要借助非政府组织(NGO)在公共服务中的重要作用。文章通过对非政府组织(NGO)与政府关系的博弈分析,认为两者只有在互信关系的基础上建立良好的竞合关系,才能充分发挥非政府组织在政府职能转变中的重要作用。

| Abstract: | The government is not the only supplier of the public goods,NGO should play a more important role in building a service-oriented government progress.Some suggestions in this essay were given by analyzing the relationship between NGO and government,and we can make a conclusion here that both of them should set up an excellent channel of cooperation and competition with mutual trust and mutual respect,only in this way,the NGO and government can play their part better in the transformation of functions. |
