我国房地产市场社会问题及其解决途径

摘    要:我国房地产市场自住房制度货币化改革以来,房价逐年升高,尤其近两三年更是急速增长。本文认为,我国房价持续上涨的原因在于:一是二元结构导致房地产市场畸形发展,房地产市场畸形发展加剧二元结构;二是宏观调控还未达到预期效果,影响整个社会经济环境;三是社会资源不能均衡共享。为解决我国房地产市场存在的社会问题,文章提出,要通过法律手段保障房地产市场宏观调控目标的实现,对耕地占有面积进行控制,将房地产开发控制在城市规划许可范围之内,确定合理的地价和房价基准,控制房地产开发贷款总量;要合理完善市场结构,从需求和供给两个方面加大调控力度;要进行制度创新,进一步建立和完善房地产市场交易制度,进一步改革与完善住房分配制度、房地产金融保险制度及房地产产权制度。

Abstract:The author points out that,since monetization of house distribution mechanism in China's real estate market,the price of house is increasing with the time,especially in the recent two or three years.Causes for price increasing are the deformed development of real estate caused by dual structure,the whole social economic development being influenced by the not achieved result of macro-control,and the imbalance distribution of social resources.To solve social problems behind China's real estate market,the author puts forward such countermeasures as ensuring the realization of macro-control objectives of the real estate market with the help of law,rationally improving market structure,and making institutional innovation.
