基于产权理论的代建制工程项目管理研究

在对我国代建制试点模式进行简要述评的基础上,运用产权理论分析代建制中的产权流转及流转过程的产权运行成本,进而提出机会产权的概念,并探讨了代建制中机会产权对代建人获得外部性的影响机理。在此基础上,提出一系列代建制涉及的基本管理理念,包括代建人竞争机制、细分项目、序贯建设、滚动招标以及委托人、代建人和使用人三方项目产权的明确等,并以成都地下管线检测项目为例对以上管理方法进行论证。
