| 摘 要： | 新熊彼特理论是以最近20多年来熊彼特创新理论、演化经济学、复杂性科学、系统理论等为基础而迅速发展起来的跨学科理论体系。该理论突出量变到质变、动态非均衡、产业经济分析,对产业、金融、公共部门及相互关系和作用的研究构成理论的基本框架。与新古典经济学的理性经济人和价格机制在一组限制条件下研究资源配置效率的视角相反,新熊彼特理论的视角是有限理性、创新机制、突破原有条件限制。新熊彼特发展通道描绘了创新和不确定状态下发展存在的问题和政府在发展过程中的责任,因而该理论对我国实施产业规划和政策导向、高新企业孵化导向等具有重要的启示意义。
