我国发展循环经济的制度创新策略探讨

有效制度供给不足是造成生态环境问题,引发循环经济的诱因,因此,进行制度创新是发展循环经济的基础和保障;在循环经济的制度创新中,政府应该承担起创新的主体。而在我国,在循环经济的制度创新方式上,应该采用渐变性和激变性相结合的创新方式,在循环经济的制度创新内容应重点对循环经济的法律制度、激励制度、产权制度等进行创新。

Probing into China developing recycling economy's system innovation strategy

Recycling Economy(RE) is the economy development pattern promoting the correspondence and harmony between human beings and nature.The supply deficiency of effective systems has brought us large number of ecological environment problems and enforcement of recycling economy;therefore,system innovation should be the base and guarantee of the development of recycling economy.In our country,governments in all level should bear the innovative subject,and the combination of the gradual and catastrophical changes must be employed as the system innovation mode.At the same time,various system innovations,such as law,promotion and property etc.should be imposed.
