我国房地产调控政策回顾与探析

摘    要:近20年期间内,我国房地产业经历了三次重要的调控阶段。1993-1997年的首轮调控,旨在控制房地产的开发投资过热。2002-2008年的二次调控,是为了解决房地产开发投资过热和房价高涨前一时期遗留的问题,调控政策由单一调供给转为供需双向调节,政策出台比较密集。从2009年至今的新一轮调控,重在保障居民住房和稳定房地产价格,其手段多样化,力度空前,并且突出实施差异化调控,在总量调控的基础上着重于长期性的结构调整。政府应在完善调控手段、规范政府行为等方面做出努力,使房地产宏观调控更为有效地发挥作用。

Review and Research on Policies of Property Regulation in China

Abstract:Over the past two decades, China's real property industry underwent three key regulation stages. First round regulation starting from 1993 to 1997 focused on tightening overheated investment. From 2002 to 2008, dense policies were put in place pointing to left over problems caused by previous overheated investment and soaring prices. Policies were pinned on controlling both property supply and de-mand rather than supply. As of 2009 to now, property policies have given attention to various means and differentiation feature focusing on long term structural adjustment based on aggregate volume. Policies have been aimed at providing affordable housing and stabilizing prop-erty price. Governments at all levels should improve regulation instruments and its performance to make property macro-control play its full part.
