| 摘 要： | 从社会政策的视角分析了农民在新型农村合作医疗政策过程中的角色地位,揭示了农民不仅是新型农村合作医疗制度的参与者、执行者,而且是政策的评估者、监督者和良好政策环境的提供者.因此,在完善新型农村合作医疗制度时,站在农民的立场,真正了解农民的需要,鼓励他们参与是必要的.

| Abstract: | the article analyzed the role and position of peasant in the process of new rural cooperative medical system from the perspective of social policy,revealed that the peasant was not only the participant and executant in making the policy of new rural cooperative medical system,but the evaluator and supervisor of policy and the provider of good policy environment.Thereby,when perfecting new rural cooperative medical system,it is necessary to stand on the position of peasant,really understand the peasant's need and encourage their participation. |
