生态文明建设视阈下绿色减贫模式研究——以河南省淅川县为例

绿色减贫作为一种将生态保护与贫困人口脱贫攻坚相结合的新型减贫模式,以贫困地区的可持续发展为目标,把绿色发展理念贯穿于精准脱贫全过程,实现脱贫攻坚和生态文明建设有机融合,为解决生态脆弱贫困地区的贫困问题指明了方向。河南省淅川县立足秦巴山区生态功能区与南水北调中线核心水源区特殊县情,秉承“生态立县,绿色脱贫”的理念,通过发展绿色扶贫产业实现了脱贫增收的目标,探索出“短中长”生态经济可持续发展的绿色减贫模式,为贫困地区绿色减贫思想提供了经验支持,也为绿色减贫实践提供了借鉴模式。

Study on Green Poverty Reduction Model from the Perspective of Ecological Civilization Construction:A Case Study of Xichuan County,Henan Province

The green poverty reduction is a new type of poverty reduction mode combining the ecological protection and the poverty alleviation of the poor,with the goal of sustainable development in the poor areas,through which the green development idea is run through the whole process of precision poverty eradication,so as to realize the organic integration of the poverty alleviation and the ecological civilization construction.In order to address the problem of poverty in the poor and vulnerable areas,the paper points out the direction.Based on the concept of the ecological function area of the Qinba mountain area and the central water source area of the middle-line of the South-to-North Water Transfer Project,the province of Huichuan of Henan Province,in the light of the concept of ecological standing and green poverty reduction,realizes the goal of raising the income of the poverty reduction through the development of the green poverty alleviation industry,and explores the green poverty reduction mode of the short and long-term“ecological and economic sustainable development”.It provided the experience support for the green poverty reduction in the poor areas,and also provided the reference model for the green poverty reduction practice.
