信息公开、环境监管与环境治理绩效——来自中国城市的经验证据

基于中国城市层面的数据,对环境信息公开对环境治理绩效的影响进行验证,同时采用多层次模型探究了自上而下的环境监管对环境治理绩效的影响,以及如何通过信息公开改善环境治理绩效。实证研究结果发现:首先,环境信息公开能够显著地提升环境治理绩效。其次,环境监管能力对环境治理绩效并无影响;而环境监管的严厉程度对环境治理效果的影响有限,影响机制较为复杂。最后,环境信息公开与环境监管的结合能够显著地改善环境治理绩效。

Information Disclosure,Environmental Regulation and Environmental Governance Performance:Empirical Evidence from Chinese Cities

This paper validates the impact of environmental information disclosure on environmental governance performance based on city-level data in China.A multi-level model was used to explore the impact of top-down environmental regulation on environmental governance performance and how to improve environmental governance performance through information disclosure.The empirical results show that:firstly,environmental information disclosure can significantly improve environmental governance performance.Secondly,the capacity of environmental supervision has no impact on the performance of environmental governance.While the severity of environmental supervision has limited and complex impact on the performance of environmental governance.Finally,the combination of environmental information disclosure and environmental supervision can significantly improve the performance of environmental governance.
