| 摘 要： | 历史经验证明农民稳定是社会和谐的基础，现实案例表明保护农民工权益是构建和谐社会亟待解决的突出问题。而观念因素、行政机关执法不严、法律本身存在缺陷以及农民工自身特点是保护其权益的难点。分层次分析农民工权利，探讨保护农民工权益的举措，对构建和谐西部具有现实意义。

| Abstract: | History has repeatedly proved that the stability of farming population is crucial to that of society; many modern cases have also testified that protection of the interests of off-farm workers is a bottleneck in the establishment of harmonious society. The difficulties in protection of the interests of off-farm workers include the connectional factors, incompetent administration of the law, defects in the law itself and characteristics of off-farm workers. Based on a stratified analysis of the interests and rights of off-farm workers, this paper proposes several measures in improving the protection of off-farm workers and considerations are given to the special circumstances in the west of China. |
