| 摘 要： | 安徽高等教育2008年与2002年相比,获得了快速发展.这是以大量资金投入建设新校区为基础的.安徽公办高校的新校区,主要是由公办高校大量负债投入建设的,政府却投入得很少.然而,公办高校的产权却属于国家所有,因此产生了诸多利益矛盾.为合情合理地化解诸多利益矛盾,确保安徽公办高校健康可持续发展,特提出公办高校债务由政府财政买单、老校区出售置换+政府财政买单、将单一的公办高校改革为股份制学校、延长还款期限+政府财政贴息等四种化解方案,供政府权衡选择. |
